Here at the Texas Organizing Project (TOP), we work to improve the lives of low and moderate income, primarily Black and Brown families, in the second largest State in the Union. While Texas is the fastest growing State we are alarmed by the growing poverty rate, lack of access to quality health care and education, racist immigration laws and policies, a culture of mass incarceration, and elected officials who are out of step with our community’s values. We know that to win a reflective democracy in Texas we must build power through community organizing, partnering with progressive organizations and labor unions, and expanding civic engagement.

TOP’s 2018 electoral field program will outreach to nearly half a million voters in Texas’s biggest three Counties; Harris, Dallas, and Bexar. The populations of these targeted Counties’ are comparable to the populations of Colorado, Nevada, and New Mexico respectively.

Job Description: GOTV County Data Manager

TOP is seeking County Data Managers in Harris and Dallas Counties to manage and oversee the county wide data systems. This includes pulling daily metrics providing analysis of TOP field programs; manipulating voter outreach lists; implementing and supporting systems for data organization; data training and support for field team members; and foreseeing the day to day data logistics needed to support the program.

Key areas of responsibility include:

  • Implement and provide ongoing support systems for programs data organization such as daily field lists, turf cutting protocols and efficient online systems for equipment and turf assignment
  • Daily manipulation of VAN searches to maximize effectiveness of voter outreach.
  • Manage metric based reporting systems and provide analysis to field managers to quantitatively; evaluate programs;the work of individual team members; the program’s progress to goals; and the programs projections.
  • Develop and lead field staff trainings on systems and hard VAN skills, such as list management and turf cutting. Additionally, identifying problems ongoing and providing appropriate training and support.
  • Ensures any and all data collected from field programs is being captured and appropriating shared with TOP and with TOP allies. Bulk loading lists, sharing lists with allies, and sharing lists/searching with TOP organizers.
  • Manage systems of data quality control
  • Create, manage and ensure all usernames are set up and ready for MiniVAN and VPB use
  • Troubleshoot online systems and equipment
  • Create orderly systems for all documentations, metrics, passwords, usernames, voters worked for all the programs needs, as documentation as needed ongoing.
  • Support electronic voter outreach programs

Qualifications and competencies:

  • Multi-cycle experience using VAN database
  • Proven track record of successfully partnering with field managers to maximize the use of data to enhance programs.
  • Strong experience in using VAN based and online voter outreach systems
  • Takes initiative and has a strong work ethic. Willing to put in the time necessary to get the work done.
  • High level of organization with an ability to manage multiple tasks. Has an ability to identify, organize and prioritize work tasks.
  • Can exercise autonomous decision making and problem solving.
  • Exemplary proficiency in interpersonal communication, listening and conflict resolution; diplomatic in resolving issues.
  • Emotional intelligence and professional self-management under pressure.
  • Ability to identify individual areas of needed learning for job success.
  • Ability to regularly work nights and weekends. Daily work will be required starting the week before early vote through election day.

Salaries are competitive and will be commensurate with experience. TOP offers paid sick leave to all team members. Positions are based out of TOP’s offices in either Harris or Dallas Counties.
