Position Summary

The NYC Public Engagement Unit (PEU) identifies and executes proactive strategies to connect more New Yorkers to key city services. Relying heavily on data analytics, new technologies, and large-scale outreach tactics, the unit identifies New Yorkers in need of assistance and helps them navigate and obtain city services.

The Public Engagement Unit consists of teams of specialists who are trained to effectively engage New Yorkers and connect them with vital resources. The Unit uses data to identify demographics that likely want or need city services; and works with partner agencies, elected officials, community groups, non-profit organizations, and service providers to engage directly with communities and subject matter experts in all five boroughs. The unit is frequently involved in citywide events, special projects in conjunction with multiple city agencies, and targeted days of action.

The NYC Public Engagement Unit (PEU) is seeking one (1) Director of Management Planning (HRA) M-I to function as a Director of Data and Analytics to supervise its growing Data and Analytics team. The Deputy Data and Analytics Director will support existing programs by leveraging data and data-driven tactics to facilitate and improve operations across PEU’s housing and health related outreach programs in partnership with agencies and organizations across the city. The Data and Analytics Director will oversee systems used by the unit and its partners for outreach, reporting, data collection, analysis, and integration, and be accountable for the quality and applicability of information collected, procured, utilized and reported by the unit. Including but not limited to working with Salesforce and overseeing an internal team of developers to expand and integrate new digital outreach applications.

The Data and Analytics Director will report directly to the Acting Director of PEU. The ideal candidate has experience managing technical staff and/or project managing complex, technical projects intended for consumption by less technically experienced users. This individual has strong communication skills and is able to take initiative, work independently, and collaborate effectively with others to develop solutions to analytical problems.

The Data and Analytics Director’s responsibilities will include but are not limited to:

• Manage the day-to-day operations of a growing data and product development team with varying
levels of technical expertise ¿
• Manage PEU Data staff and ensure quality generation of data visualizations and reports to be
presented to a variety of audiences¿
• Oversee the development of reports for program leadership and staff that communicate results of
analyses to inform key decisions related to the direction of PEUs housing and health related
outreach initiatives

• Strategize and provide feedback on key decisions related to PEUs Outreach initiatives, including
program goals, public messaging and community engagement

• Collaborate with internal and external stakeholders to research and collect information as well as
define measurable objectives that can improve operational efficiency and output¿
• Develop and maintain tools to implement and facilitate data-driven operations¿
• Monitor data workflows to evaluate programmatic effectiveness over time and opportunities to
improve operational efficiency and drive effective policy adjustment

Minimum Qual Requirements

1.  A baccalaureate degree in business administration, public administration, social science or similar course of study and four (4) years of responsible full-time experience in one or more of the fields of management, methods analysis, operations research, systems analysis, financial administration, cost effectiveness, or fiscal, economic program or policy research, design or evaluation, of which at least one (1) year shall have been in a responsible administrative or managerial capacity; or

2. Education and/or experience equivalent to “1” above. However, all candidates must have one (1) year of specialized experience as described in “1” above.

Preferred Skills

• 2+ years working with data in government, or in community, issue, labor, or political organizing

• Eagerness to learn, ask questions and solve problems in a fast-paced environment

• Experience with data visualization techniques and programs, such as Tableau

• Experience processing, cleaning, manipulating, and analyzing large datasets

• Advanced understanding of Excel

• Ability to effectively present data in verbal, written and visual formats to program management,
