THE PERFORMANCE MEASUREMENT AND EVALUATION (PME) UNIT IS RECRUITING FOR TWO MID-LEVEL EVALUATOR POSITIONS – ONE CAREER SERVICE AND ONE SPECIAL DUTY ASSIGNMENT(SDA)/TERM-LIMITED TEMPORARY (TLT). These evaluator positions are centrally located within the PME unit of the DCHS Director’s Office. PME is composed of a team nearly 40 dedicated program evaluators and data analysts who work with program staff and providers to develop frameworks for understanding the outcomes and equity impacts of DCHS programs. This work includes determining appropriate performance measures, managing data collection, supporting continuous quality improvement, and conducting in-depth analyses to inform decision making and improve service delivery. PME disseminates research and evaluation findings and promotes organizational learning through published reports and online dashboards.
These evaluator positions will work with program staff and service providers to use data to measure, continuously improve, and report about programming. This includes developing data collection plans, creating routine and custom reports, facilitating data-focused conversations, etc. These positions may also support the development of requests for proposals (RFPs) and conduct outcomes-focused program evaluations that assess a program’s contribution toward division- and department-wide goals.
PME is recruiting one Special Duty Assignment/Term-Limited Temporary mid-level evaluator to support the Behavioral Health and Recovery Division (BHRD). BHRD services, which are funded through the MIDD Behavioral Health Sales Tax, Medicaid, state contracts, grants, and other sources, support people living with or at risk of mental health conditions and substance use disorders. These services, available to King County residents, include crisis services, mental health treatment, substance use disorder treatment, youth and family prevention and intervention services, behavioral health residential services, and diversion and reentry services. This position will support the design and implementation of performance measurement, evaluation, and quality improvement strategies for programs providing behavioral health services to individuals who often also need to navigate the criminal-legal system, housing and homelessness system, and/or primary care/hospital system.
PME is recruiting one Career Service mid-level evaluator to support the Community Information and Early Childhood Supports work within the Developmental Disabilities and Early Childhood Supports (DDECS) Division, including early childhood (prenatal to five years) strategies funded by Best Starts for Kids (BSK). BSK is King County’s community-driven initiative to support every baby born and child raised in King County to be happy, healthy, safe, and thriving. This position will support programs that promote community information and advocacy, systems navigation, training and technical assistance, and behavioral supports for children, youth and adults with developmental disabilities or delays and their families. In addition, this position will also support strategies that advance the Early Childhood Supports Team’s mission of nurturing the development and wellbeing of all children prenatal to five and their families through culturally relevant, equitable, and meaningful supports and services, countywide.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Job Duties
- Facilitate equity-informed processes to co-design performance measurement plans with community and government partners in alignment with the Results-Based Accountability Framework.
- Develop data collection methods and provide technical assistance to partners to collect, analyze, and interpret data for continuous quality improvement.
- Analyze and interpret both quantitative and qualitative data using appropriate statistical methods and data manipulation tools.
- Access and link data across multiple sources to conduct analyses that explore inequities in program access, quality, and outcomes.
- Design, manage, and conduct in-depth evaluation in collaboration with providers, program managers, and/or external evaluators.
- Actively contribute to the furthering of anti-racist work, and equity and social justice initiatives within and across divisions and units.
- Develop reports, dashboards, presentations, and other visual representations of data to support the use of data in decision making and continuous quality improvement activities.
- Contribute to annual reports and briefings for policy makers, department leadership, provider agencies, and community members.

Experience, Qualifications, Knowledge, Skills
- Deep knowledge of equity and social justice principles and practices and ability to apply this knowledge to all areas of the work, including methods, analysis, results interpretation, and dissemination.
- Demonstrated experience working with social, health or human services projects in designing and implementing real world performance measurement, including quantitative and/or qualitative approaches.
- Demonstrated ability to facilitate conversations among individuals with diverse perspectives to develop shared understanding and/or common goals or measures.
- Strong oral and written communication skills, including making formal presentations to a range of audiences and experience conveying evaluation concepts to partners who have varying degrees of evaluation or data expertise.
- Ability to work with partners to identify relevant and actionable findings from performance measurement and evaluation activities and interpret and disseminate results.
- Ability to clean, validate, and analyze data using at least one statistical software or programming application, such as R, Excel, SQL, etc.
- Experience with or interest in learning data visualization tools, such as Tableau.
DESIRED EXPERIENCE, QUALIFCATIONS, KNOWLEDGE, SKILLS:
- Background or experience in developmental disabilities, early childhood, and/or youth and family services and programming or background in human services such as behavioral health, homelessness, or community services.

THE PERFORMANCE MEASUREMENT AND EVALUATION (PME) UNIT IS RECRUITING FOR TWO MID-LEVEL EVALUATOR POSITIONS – ONE CAREER SERVICE AND ONE SPECIAL DUTY ASSIGNMENT(SDA)/TERM-LIMITED TEMPORARY (TLT). These evaluator positions are centrally located within the PME unit of the DCHS Director’s Office. PME is composed of a team nearly 40 dedicated program evaluators and data analysts who work with program staff and providers to develop frameworks for understanding the outcomes and equity impacts of DCHS programs. This work includes determining appropriate performance measures, managing data collection, supporting continuous quality improvement, and conducting in-depth analyses to inform decision making and improve service delivery. PME disseminates research and evaluation findings and promotes organizational learning through published reports and online dashboards.
These evaluator positions will work with program staff and service providers to use data to measure, continuously improve, and report about programming. This includes developing data collection plans, creating routine and custom reports, facilitating data-focused conversations, etc. These positions may also support the development of requests for proposals (RFPs) and conduct outcomes-focused program evaluations that assess a program’s contribution toward division- and department-wide goals.
PME is recruiting one Special Duty Assignment/Term-Limited Temporary mid-level evaluator to support the Behavioral Health and Recovery Division (BHRD). BHRD services, which are funded through the MIDD Behavioral Health Sales Tax, Medicaid, state contracts, grants, and other sources, support people living with or at risk of mental health conditions and substance use disorders. These services, available to King County residents, include crisis services, mental health treatment, substance use disorder treatment, youth and family prevention and intervention services, behavioral health residential services, and diversion and reentry services. This position will support the design and implementation of performance measurement, evaluation, and quality improvement strategies for programs providing behavioral health services to individuals who often also need to navigate the criminal-legal system, housing and homelessness system, and/or primary care/hospital system.
PME is recruiting one Career Service mid-level evaluator to support the Community Information and Early Childhood Supports work within the Developmental Disabilities and Early Childhood Supports (DDECS) Division, including early childhood (prenatal to five years) strategies funded by Best Starts for Kids (BSK). BSK is King County’s community-driven initiative to support every baby born and child raised in King County to be happy, healthy, safe, and thriving. This position will support programs that promote community information and advocacy, systems navigation, training and technical assistance, and behavioral supports for children, youth and adults with developmental disabilities or delays and their families. In addition, this position will also support strategies that advance the Early Childhood Supports Team’s mission of nurturing the development and wellbeing of all children prenatal to five and their families through culturally relevant, equitable, and meaningful supports and services, countywide.

Teleworking Requirement:
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
