Position Summary

The Strategy and Impact Director is a key member of the Budget Center’s leadership, reporting to the Executive Director and playing a pivotal role in shaping and implementing strategies for policy impact. This role involves leading the analyst team and managing the outreach function, crucial for building relationships with policymakers, advocates, and organizers. Integral to our mission of enhancing policy outcomes in California, the Director is part of both the Organizational Leadership Team and the Policy Leadership Team, ensuring coordinated management across various organizational domains.

Leading by example, they foster a culture and infrastructure of strategic priority-setting and audience engagement, contributing significantly to the organization’s influence in policy advancement. The ideal candidate for this role will bring a blend of policy expertise, leadership, and organizational skills, and a passion for social justice, ensuring that the team’s work aligns with and advances the organization’s mission.

Duties and Responsibilities

Organizational Leadership, Management, and Strategy
  • Support 1-3 team members including members of the outreach and analyst teams through supervision and mentorship, as needed.
  • Serve as part of the Senior Management Team (Executive Director, all Director-level positions), actively participating in strategic decisions and upholding the organization’s commitment to anti-racism and centering racial and gender equity in all work.
  • Collaborate with the Policy Leadership Team to identify themes and messages, assist in refining organizational policy priorities, and ensure that connections and coordination among departments are made to advance priorities.
  • Serve as part of the Organizational Leadership Team, actively participating in strategic decisions and upholding the organization’s commitment to anti-racism and centering racial and gender equity in all work.
  • Help facilitate team meetings, plan and lead retreats, and contribute to recruitment, hiring, orientation, and development of staff members.
Analyst Team Leadership
  • Serve as a key leader of the analyst team, along with the Budget Director, Policy Director, and Research Director, while also co-leading the process of developing and refining organizational policy priorities with the Policy Leadership Team
  • Facilitate analyst team contributions by liaising with the Communications Director for media strategies and with the Development Director to manage deliverables and funder relations.
  • Oversee the development and updating of position descriptions and promotional ladders, in collaboration with the HR Manager, and contribute to the creation of annual and individual work plans.
  • Help facilitate analyst team contributions and connections to the Budget Power Project (BPP).
Outreach Team Leadership
  • Align Outreach initiatives with organizational priorities, setting both short- and long-term goals, while also guiding the expansion and growth of the Outreach team to further these priorities.
  • Ensure organization-wide connections and coordination on Budget Power Project-related projects and initiatives, including communication with the BPP core external partners.
  • Oversee the development of work plans and foster collaboration among Outreach team members; ensure that team position descriptions and promotional ladders are regularly updated in collaboration with the HR Manager, while also addressing team capacity and professional development needs.
Analytical Responsibilities
  • Contribute to the analysis of key budget proposals and enactments, providing insights on overarching messages and cross-cutting issues, while also occasionally leading issue-specific analyses to influence debates.
  • Guide cross-analyst efforts on key policy developments and support junior analysts in their analytical work.
  • Engage in public education on budget and policy issues, including distilling complex issues into content for non-expert audiences.
  • Proactively offer technical assistance and identify gaps in analysis to inform advocacy strategies.
  • Develop and maintain professional networks to stay informed of policy plans and opportunities.
